How Do People Wind Up Like This?

I saw this post today, and something about it struck me...

Mostly this part:

The Director said “We should know when users leave their house, their commute to work, and everywhere they go throughout the day. Anything less is useless. We get a lot more than that from other tech companies.”

I've talked elsewhere about how we see signs, not just of one person being out of touch/foolish/too focused on X, but rather of systemic problems. Because nobody around them seems to see a problem and shut down the bad ideas. (I've talked about that with the foolishness NC Republicans did around a 9/11 memorial, Ginny Thomas and others who ought to move in circles where the majority knew better and somehow still supported Trump despite his obvious lies, and I've run into other examples I'm not listing here. Anyways, this is another one.)

Is it so hard to put yourself in the situation described here, to think about how you'd feel if some application you were using tracked you this way, and think about the potential misuses?

This director obviously didn't... And supposedly a lot of the other companies he was working with didn't either.
